The Surf Coast council's adopted a controversial plan to charge people to visit Bells Beach.

Tour operators will have to fork-out $2 a person from the middle of this year in a bid to stop bus loads of tourists visiting the iconic reserve, using it as an attractive toilet stop.

The Shire says the money will go back into the reserve.
