There is a call for a medically supervised injecting centre to be introduced in Geelong.
Coroner Simon McGregor has made the recommendation, following an investigating into the death of a 33-year-old woman in December last year.
A post-mortem found combined drug toxicity, including heroin, caused her death.
Coroner McGregor found there were 100 heroin-involved deaths in Greater Geelong between 2016 and 2025.
He said while there were several programs including needle and syringe echange, and education of safer drug use, there is not medically supervised injecting centre.
His findings also found signs of an emerging inequality between Metropolitan Melbourne and Regional Victorian to access evidence-based drug harm reduction health services.
Coroner McGregor also said he had not been able to find any public health grounds to limit Victoria to one medically supervised injecting centre at a time.
