There are calls for the Victorian government to provide support and funding to revitalise CBDs across the region, including Torquay.
G21 says upgrades will help drive economic growth, jobs, housing and community wellbeing.
Surf Coast mayor Libby Stapleton said Torquay’s city centre needed investment to rejuvinate the area, open up more commercial opportunities and create a more vibrant space.

She said the coastal town had recorded a big growth over the past two decades.
“The heart of Torquay in Gilbert Street, really hasn’t had the investment that it’s needed to keep up with the growth and demand,” Cr Stapleton said.
“And to reallly create a vibrant shopping centre for the Torquay community.”
