Police say the Whittington teenager will be summonsed on charges including dangerous riding, and unlicensed driving.
They say it is the 16th person processed in the last few months for dangerous behaviour on a two-wheeled vehicle.
Officers are warning they will continue to have zero tolerance to the behaviour.
